Meaning
Khusrau I, the Sasanian emperor (r. 531-579) proverbial in the East for justice, honoured with the title Anushirwan-e-Adil, 'Anushirwan the Just'.
Usage & notes
Anushirwan is the very byword for royal justice; to invoke him is to invoke the ideal of the just ruler, and poets cite his chain of justice as the standard of fair governance.
