Subjects, the common people ruled by a sovereign; a flock under a shepherd.

Literally: A flock that is shepherded (from ra'a, to pasture).

How Iqbal uses it

Iqbal champions the raiyat against predatory rulers, insisting that kings exist for the people and not the reverse. The exploitation of the ruled by the ruling is among the injustices he most fiercely condemns.
