An abstinent, scrupulously pious person who avoids all that is forbidden.

Usage & notes
The parhezgaar's careful abstinence is, in the ghazal idiom, often contrasted with the rind's bold love. Iqbal weighs such cautious piety against the daring of a self set aflame by love and finds the latter the higher virtue.
