Meaning

The hunter or fowler who lays snares to trap the birds of the garden.

How Iqbal uses it

The sayyaad is the captor and oppressor, the one who robs the bird of its sky with net and lure. He can figure tyranny, fate, or any worldly power that imprisons the free spirit and tears it from its nest.
