The Interpretation
Against the small comfort of a few flaring candles, the couplet insists that real change demands a complete overturning — dawn is not the sum of scattered sparks. It draws a hard line between the gesture and the transformation, between brief flashes of light and the genuine break of day.

Do not mistake a handful of bright gestures for real change — if the morning you want is structural, scattered sparks will not bring it.
It belongs to the progressive strain in Urdu poetry that read the ghazal's imagery as a call for collective, not cosmetic, change.
