How Iqbal uses it

Not a sentence passed on a passive man. Raise the self high enough and, “before every decree of taqdeer,” God Himself asks you what you wish. Each individual is a star in the nation's destiny, and the developed self even hunts the bird of fortune rather than waiting on it.
